A warning to the Moabites was stated once Sihon was defeated as stated in Numbers 21:29-31:
29. Woe to you, O Moab! You are destroyed, O people of Chemosh! He has given up his sons as fugitives and his daughters as captives to Sihon king of the Amorites.
30. "But we have overthrown them; Heshbon is destroyed all the way to Dibon. We have demolished them as far as Nophah, which extends to Medeba."
31. So Israel settled in the land of the Amorites.

Numbers 32:1-5,34-36:
1. The Reubenites and Gadites, who had very large herds and flocks, saw that the lands of Jazer and Gilead were suitable for livestock.
2. So they came to Moses and Eleazar the priest and to the leaders of the community, and said,
3. "Ataroth, Dibon, Jazer, Nimrah, Heshbon, Elealeh, Sebam, Nebo and Beon--
4. the land the LORD subdued before the people of Israel--are suitable for livestock, and your servants have livestock.
5. If we have found favor in your eyes," they said, "let this land be given to your servants as our possession. Do not make us cross the Jordan."
...
34. The Gadites built up Dibon, Ataroth, Aroer,
35. Atroth Shophan, Jazer, Jogbehah,
36. Beth Nimrah and Beth Haran as fortified cities, and built pens for their flocks.

Led by Moses after the Exodus - Numbers 33:44-46:
44. They left Oboth and camped at Iye Abarim, on the border of Moab.
45. They left Iyim and camped at Dibon Gad.
46. They left Dibon Gad and camped at Almon Diblathaim.

Dibon was part of the kingdom of the Amorite king Sihon before Moses led the Israelites to victory in what is today the country of Jordan.

Joshua 13:8-10:
8. The other half of Manasseh, the Reubenites and the Gadites had received the inheritance that Moses had given them east of the Jordan, as he, the servant of the LORD, had assigned it to them.
9. It extended from Aroer on the rim of the Arnon Gorge, and from the town in the middle of the gorge, and included the whole plateau of Medeba as far as Dibon,
10. and all the towns of Sihon king of the Amorites, who ruled in Heshbon, out to the border of the Ammonites.

Due to the proximity of Dibon to Moab, it's possible the temple was for the Moabite deity Chemosh in Isaiah 15:1-2:
1. An oracle concerning Moab: Ar in Moab is ruined, destroyed in a night! Kir in Moab is ruined, destroyed in a night!
2. Dibon goes up to its temple, to its high places to weep; Moab wails over Nebo and Medeba. Every head is shaved and every beard cut off.

Jeremiah 48:16-24:
16. "The fall of Moab is at hand; her calamity will come quickly.
17. Mourn for her, all who live around her, all who know her fame; say, `How broken is the mighty scepter, how broken the glorious staff!'
18. "Come down from your glory and sit on the parched ground, O inhabitants of the Daughter of Dibon, for he who destroys Moab will come up against you and ruin your fortified cities.
19. Stand by the road and watch, you who live in Aroer. Ask the man fleeing and the woman escaping, ask them, `What has happened?'
20. Moab is disgraced, for she is shattered. Wail and cry out! Announce by the Arnon that Moab is destroyed.
21. Judgment has come to the plateau-- to Holon, Jahzah and Mephaath,
22. to Dibon, Nebo and Beth Diblathaim,
23. to Kiriathaim, Beth Gamul and Beth Meon,
24. to Kerioth and Bozrah-- to all the towns of Moab, far and near.
